Ruby L. Miller

Throughout her professional career, Ms. Miller has successfully led, managed, and directed organizations within the Department of Defense, public and private sectors.  A retired U.S. Navy Commander, Ms. Miller served 23 years on active duty in various senior leadership positions.  Noteworthy assignments included: Flag Aide/Flag Secretary; noted as the “first” African American female Midshipman Company Officer, U.S. Naval Academy; selected as a U.S. Navy Fellow, Boston University; and Commanding Officer, Navy Recruiting Command Nashville.

Her public service career began in 2002 with the Department of Veterans Affairs as the Deputy Director, Center for Minority Veterans.  In 2006 Ms. Miller accepted a position with the Department of Homeland Security (DHS) Headquarters.  During her 14 years with DHS, Ms. Miller was selected for a variety of key leadership and senior level management positions which included:  Director for Administration and Logistics, Chief of Staff for DHS Privacy Office, Special Assistant to the Senior Counselor to the Secretary, and Acting Deputy Director, DHS Continuity. Ms. Miller retired from the federal workforce in December 2020 as the Director, Human Resources for the DHS Office of Inspector General.

Ms. Miller attained her Bachelor of Science in Journalism from the University of Colorado, a Master of Science in National Security and Strategic Studies from the U.S Naval War College, and a Master of Science in International Relations from Salve Regina University.  She was selected as a Navy Executive Fellow and attended Boston University Institute for Conflict, Ideology and Policy, focusing on post-Soviet military strategy, while simultaneously participating in a Ph.D. program at Harvard University in Central Asia Studies.  Ms. Miller was among a select group within DHS to attend the year-long National Security Executive Leadership Seminar, a U.S. Department of State flagship interagency program; and subsequently selected for the competitive U.S. Army War College Senior Leader Seminar.

Ms. Miller has been honored throughout her military and public sector career, receiving numerous military decorations, civilian awards, and citations, to include the Department of Veterans Affairs Meritorious Service Award.  She currently resides in Arlington, VA.
